The first rule
Every claim must be anchored to a live, reproducible artifact. No inference without a URL, a hash, or a registry entry.
This is not a stylistic preference. It is the load-bearing constraint that lets VARD findings survive a defamation concerns notice, an ASQA review, an ART hearing, and a Senate Estimates question on the same day.
Stage One Β· Infrastructure
The Four Forensic Vectors
VARD detects infrastructure overlap β the kind that exposes a fragmented marketplace as a single skinned operator β through four DNS-level signals. When three or more align, independent operation is statistically implausible. When all four align, the verdict is mechanical.
A-Record Convergence
Do multiple domains resolve to the same IPv4 address? A single dig command, run from any public resolver, returns the answer in milliseconds.
Reverse PTR Correlation
Does the IP reverse-resolve to a shared server hostname? PTR records are the fingerprint that retail shared hosting cannot hide.
Nameserver Identity
Do the domains share the same authoritative nameservers? Independent operators do not, by accident, end up on the same NS pair.
Sitemap Fingerprinting
Do subdomains return byte-identical sitemap XML β including identical lastmod timestamps? DNS proves shared infrastructure. Sitemap mirroring proves shared consciousness.
Stage Two Β· Operator Reality
The 600-Point Signal Lattice
Once infrastructure is mapped, VARD scores each operator across six dimensions of operator reality. Six hundred discrete signals. Continuously crawled. Re-scored every cycle. Public, not proprietary.
Who answers, how fast, from which channel.
Verifiable identity, regulator filings, content provenance.
Documented support paths, escalation, RTO accountability.
Originality, depth, template debris, copy-paste tells.
Last-mod cadence, evergreen vs. abandoned.
Sameness detection across the cluster.

The thesis
Daylight Theory
The Australian VET sector does not need more regulatory paperwork. It needs radical, unavoidable visibility. Twenty-year-old domain tricks β clone networks, brand hijacks, disposable skins layered over a single backend β are not surviving contact with a 2026 forensic operating system.
VARD's role is not to replace ASQA, the ACCC, or the ART. It is to make their job structurally easier β by publishing the machine-readable evidence trail before anyone has to subpoena it.
